I want to install a theme on Windows, and this website seems alright. http://customize.org/xpthemes

So, do I do it? What will it really do to my computer? If someone has experience with this specific program, I'd like some help.

If it's anything like the programs I had to install for Vista themes, it'll work.

As long as you know which XP Service Pack you're running, there should be no problems.
