They'll never legalize marijuana because they can't can't tax it.

There are too many independent distributors of the drug. If there were a way to control the amount taken and/or tax it, it was probably be legal.

It's not addictive. It doesn't contain addictive properties. People may enjoy the feeling it gives them enough to seem "addicted", but you can't actually develop a physical need for the drug.
