This is horrible, but honestly this is what I'd do:

I'd act like I never got the bill, obviously not paying it. Then when the electricity gets cut off and my dad calls asking if i got the bill I'd just ask "well, why would I get a bill in your name for your electricity? That makes no sense you silly goose."
