Bubba's father, Howard Ludwig, applied on his behalf after his grandfather gave him a shotgun as an heirloom.

Mr Ludwig said he had not expected to succeed, but he filled in the online form, paid $5 and the licence was his.

US gun laws are regularly the subject of fierce debate, renewed recently after April's Virginia Tech killings.

Gunman Cho Seung-hui was able to exploit a loophole in Virginia state law and obtain weapons despite having a history of mental illness. The loophole was later closed.

Technical problems

The licence includes a picture of a toothless Bubba and a squiggle that represents his best attempt at a signature.

In an article in the Chicago Sun-Times, Mr Ludwig, 30, said that he expected the application to be turned down.

Two rejections did in fact come, he said, but both related to technical problems - on one application he forgot to tick a box stating his son was a US citizen - rather than Bubba's youth.

His third attempt was rewarded with a state firearm owner's identification card (FOID), complete with details of Bubba's height, weight and date of birth.

'No age restrictions'

Illinois gun laws are said to be among the strictest in the US.

But Illinois State Police, who oversee the application process, said that they had followed the law in this case.

"Does a 10-month-old need a FOID card? No, but there are no restrictions under the act regarding age of applicants," the Associated Press news agency quoted Lt Scott Compton as saying.

Mr Ludwig said Bubba's gun would likely remain at his grandfather's house until he was 14.

"I'm not about to approve any unsupervised hunting or trap shooting for Bubba," he wrote in the Chicago daily.

"Still, I'm glad he was able to get his FOID card. It makes an adorable addition to his baby book."

Hitchhiker steals a car, then dies in crash:

OTTAWA (Reuters) - A Canadian hitchhiker, who stole an elderly man's car after he offered her a ride, died a few minutes later when she lost control of the vehicle and crashed into trees, police said.

The crash happened near the town of Hawkesbury -- about 100 km (60 miles) northeast of Ottawa -- after the man stopped to pick up 20-year-old Mandy Deschambeault.

"The male driver proceeded to step out of his vehicle momentarily at which point the female jumped in the driver seat, stealing the male person's car," local police said in a statement Monday.

"She proceeded to lose control of the ... car, crossing the other lane hitting trees. The female was ejected from the vehicle and found to be without vital signs."

Deschambeault was pronounced dead in hospital.

HOUSTON -- A mother was arrested Friday in connection with the mutilation of her infant son's genitals that she originally blamed on the family dog, KPRC Local 2 reported.

Katherine Nadal, 25, was arrested when she showed up for a custody hearing at the Family Law Center.

Before the hearing began, Nadal was escorted to a conference room and taken into custody.



"My understanding is that she was arrested on charges of injury to a child in connection with the injuries that Holden sustained with the mutilated genitals," said Estella Olguin with Child Protective Services.

Nadal initially told police that the family dachshund bit off her 5-week-old son Holden's genitals while she was sleeping in their Webster apartment on March 13.

Doctors said the boy's injuries were not consistent with an animal attack.

A probable cause statement obtained by the district attorney's office said Nadal knowingly injured her baby with a sharp instrument, using it to cut and remove her baby's genitals.

Nadal did not cooperate with police during their investigation and was not allowed to visit her son while he was hospitalized, officials said.

"We will probably work towards terminating her parental rights and hopefully reunited with the child permanently with either the father or a relative that's going to keep him safe forever," Olguin said.

Holden's father is fighting for custody.

Nadal was recently released from a Beaumont rehabilitation center where she received treatment for drug abuse.

Holden, now 10 weeks old, has been living with his paternal aunt since he was released from a hospital in April.

A judge ruled on Friday that the father could live in an attached apartment next to his sister's house while she has custody.

"That way, he's going to have more access to his child and help with his rehabilitation and hopefully, eventually, getting Holden back in his custody," Olguin said.

The father must take a DNA test to prove that he is Holden's father because he and Nadal were not married.

Nadal remained jailed in lieu of a $100,000 bond.
