the good ones aren't dumb. they know how to disassociate their public reputation from their illegal actions, usually through an intermediate source (aka hired goons)

also, some mob bosses perform illegal actions for the government, and are thus offered sanction while reaping the profits

The Fed's usually have no hard evidence (for them) that will stick and put them away for life, they wont bother them with anything less, not worth their time nor is it effective.
