Why don't letters with certain diacritic marks display right?

Symbols don't turn to unintelligible gibberish on their own, especially not between previewing and posting a message. caterpie;

Maybe you need to install the language packs on widnows

Why would letters-with-diacritic-marks, that appear frequently in European languages readable in most English-language computers (including mine), suddenly turn into unreadable text (in my browser, question marks) between previewing and posting a message on an online forum?
This problem doesn't appear on any other website, I got the letters from Wikipedia and I've seen them in a bunch of non-English websites. And as JMV said, this isn't limited to me and he implied it isn't limited to Windows users.

Also, there's no way in hell I'm going to go find my nonexistent Windows XP installation disc, just so I can install those stupid language packs. My laptop's already got them pre-installed, so I'll just use it for anything I need.

It's the forum.

They show up as question marks on Macs too.  They work fine on Outsider and NSF.net.
