If I were to be in an exchange student in another country, which one should I?

I've actually deeply considered doing a semester abroad for the first half of next year... my choice would either be France, because I have enough knowledge of it to understand most things being said to me and do mediocre speaking, or somewhere completely foreign but interesting. That would probably be some place like Estonia, or Ukraine, or Iceland, I dunno.

I've really wanted to become semi-fluent in Russian or some slavic language for awhile now, so doing that over the summer and spending a few months in the USSR might be cool.
