That's because you live in Canada, where people are generally rational. In Texas, all schools immediately shut down if one single flake of sleet falls and people start driving like complete blithering retards. Fortunately, that only happens once every two years.

My dad recalls one Christmas about a decade ago in which the weather got as high as 90 degrees Fahrenheit.
