Toolbars? Do you mean taskbar? If so, no. Don't even download a Windows XP theme. I make most of the wallpapers I use, but I suggest you try this awesome site.

Back when I wanted to pretty-up Windows XP, I used a visual style called Vista Zero so you should check it out or if you want to transform the whole look of Windows XP you may try this Vista Transformation Pack 6.0 by Mr. Windows X (for transparent Windows you'll need WindowBlinds which isn't free and there's no working crack for.) If you're into Mac-themed desktops, I suggest you try the transformation pack FlyakiteOSX which will give you the whole look of a Mac.

Still, I suggest you to keep your current look. If you really want a pretty desktop, get a Mac or PC with Vista.
