I'm almost positive that Hyrulean refers to the ancient race of magical folk who there are only a few of left (Link, royal family), while Hylian refers to the common folk of Hyrule.

It's in the Link's Awakening player's guide.

But why would the Deku Sprout tell link that he is a Hylian? Your definition of Hylian would make all the races of Hyrule hylian, so Kokoris would be Hylians. But that's not the case.
