I only ever use that move if I juggle an opponent so that he's in the air above me. I primarily use A-button moves with Pikachu...or anyone, for that matter. For Pikachu in SSB, I do a lot of juggling and aerial moves. Lots of small hits before I finish them off.

Yeah, I don't use B moves much either unless it's to save myself
